Welcome to the 2006 Eric Ross/Kristen Haney Labor Day Tournament. The following rules will be in effect during the tournament. The Ross/Haney tournament will be played in accordance to FIFA rules, except where modified by these rules. Please remember that it is the responsibility of the coaches and/or team manager for their players or fans conduct at all times while on tournament sites. Please make sure all teams compete in the spirit of the game and according to the laws of the game.
Registration – Registration will be held on Thursday August 31, 2006 at the Flyers Skate Zone, located at Comly and Decatur Roads from 6:30 to 9:00. Out of area teams may register one hour before their first game at the Agusta Fields Headquarters, located at Red Lion and Decatur Roads. All teams must bring a copy of their 2005-2006 state roster, signed and notarized medical release forms, and their players/coaches passes. Out of state teams must also provide their permission to travel forms. Player passes must be kept with the team at all times during tournament competition.
All teams must be registered before their first game. Any team that plays a game without being registered could forfeit that game.
Number of players – U8 thru U10 teams may carry a maximum of 14 players. For U11 thru U19 teams the maximum is 18 players. Each team may carry 3 guest players during the tournament but a team cannot exceed the maximum number of players for the age group.
Length of Games - During preliminary round play the length of time for the U8 thru U10 age groups will be two (2) twenty-five (25) minute halves. All other age groups will play two (2) thirty (30) minute halves. Games that end in a tie after regulation will remain a tie during the preliminary round.
The duration of games will be the same in the playoff rounds. However if a game is tied after regulation there will be overtime. U8 thru U14 will play two (2) five (5) minute sudden death overtime periods. U15 thru U19 will play two (2) ten (10) minute sudden death overtime periods. If still tied after the sudden death overtimes then FIFA penalty kicks will take place.
Playing of the Game:
Referees – Only USSF referees will be used during the tournament. A one-man referee system, with assistant club linesman will be used in the U8 thru U14 age groups. U15 thru U19 will use a three-referee system.
Playoff games will use one referee for the U8 thru U10 age groups. All other age groups will use three referees.
Substitutions - Substitutions are unlimited and may be made at the following times, with the permission of the referee:
Scoring System – A point system will be used during the tournament that consist of games points and bonus points. They are calculated as follows:
Tie Breaking Procedures
Yellow and Red Cards – Any player that receives a caution (yellow card) during a game must be substituted for immediately. They can come back into the game at the next available substitution for their team. Two cautions received by a player in the same game constitute a red card. Any player or coach that is removed from a game is done for that game and their teams next scheduled game.
Inclement Weather – The Ross/Haney tournament committee will do everything possible to play all the games. However we cannot control the weather. The tournament committee will not allow a game to be played in inclement weather were there is a possibility of injury to players or for severe damage to the fields. In the event of inclement weather the tournament committee has the authority to:
Forfeits – A team will be allowed ten (10) minutes from the scheduled game time to field a team. If unable to do so after 10 minutes then the game is forfeited to the other team. The score of a forfeited game will be 1-0. A team must start the game with seven (7) players. If they have seven (7) players at the scheduled game time the game must start.
Protests - There will not be any protests allowed. The decision of the referees and the tournament committee will be final.
General Tournament Information - The Tournament Committee is responsible for team acceptance, tournament format, game scheduling and referee assignment. The Tournament Committee will be comprised of the tournament directors, Philadelphia Soccer Club Board of Directors, and other individuals that the tournament directors may appoint. The Ross/Haney Tournament is not responsible for any expenses incurred by any team in the event the tournament is canceled in whole or part, or in the event games are discontinued or canceled due to forfeit. Any refunds made due to cancellation will be at the discretion of the Tournament Committee.
